President of the DA Medvedev signed the Federal Law “On the innovation center in Skolkovo” which, as announced, provides for the creation of favorable conditions for organizations engaged in research activities in this center. To finance the center, “Skolkovo” the fund, which agreed with the Ministry of Finance to allocate over three years 85 billion rubles. Creating a center of “Skolkovo” supported Nobel Prize laureates Zh Alferov and R. Kornberg.
According to R. Kornberg, scientific advances allow Russia to make new scientific discoveries and translate them into practice. A JI Alferov said that the Administration “Skolkovo” has already received applications for the mass of the implementation of innovative projects. Organizers hope the project especially the influx of “brains” from abroad, to return to “our”, who went “there” (and there are more than 1 million “heads”). However, judging by the fact that the native of Russia A. Geim, recently received the Nobel Prize, has refused to cooperate with the “Skolkovo” mass influx “brains” from abroad has been postponed, and the “mass requests” received from our scientists and “our “scientific organizations.
It is well known, and I confirm it on their own experience that production in Russia quite receptive to the introduction of the achievements of Russian science. Its leaders soon will go to 10-fold the cost abroad than become something “ours.” This is the mass of the explanations that may be the subject of a separate article. Just such is the peculiarity of our current economy.
Interestingly, for the management fund “Skolkovo” (this fund, rather than innovation center) was established Scientific Advisory Board, which included “leading Russian and foreign scientists.” Tasks of the Council – to help share those same 85 billion rubles. In this sense, the name of the board pretty weird. But even more interestingly, who heads the council. It is well-known V. Vekselberg, one of the largest Russian billionaires. It is not a scientist, and especially not the winner of any scientific awards. As the saying goes: “I went to dig worms, once dug, and there …”. In general, where the money is there and V. Vekselberg.

However, according to Acad. JI Alferov, this important new (for Russia) idea: to create, the type of “Silicon Valley” in the U.S., a place where we (or even better – not ours), young and talented professionals have been able to realize their ideas and earn good money. But if the domestic production, as has been said, is not susceptible to the Russian scientific achievements, from whom young and talented professionals get the “good money”? In my opinion, the answer is obvious.
Here, however, raises two questions:
A. What stops you from doing this in the existing science cities?
Two. How to find (draw) our businessmen willing to pay good money for new ideas?
The explanation given is: formed in the structure of our science – usually conservative and inert, so that new ideas are needed under the new structure. Quite a controversial study by a huge funding, do not you think?
Here is the opinion of some of our scientists, coming into contact with the project “Skolkovo”. Acad. RAS VN Parmon, which became part of the Advisory Research Council “Skolkovo” in which 25 well-known Russian and foreign scientists, “Yes, the Council discussed the feasibility of the project” in the open field “(also one of the selected academic institutions RAAS), when country has such strong beginnings, as in the first place, Novosibirsk “Akademgorodok”, as well as compact research centers in Dubna, Pushchino, Chernogolovka and the like. Nevertheless, the view of senior management was the dominant country – that need to create from scratch a new education, specifically focused on innovation is the new economic and social conditions (and that our science cities exist in some other context?). However, Siberians have to take “Skolkovo” more than thoroughly (still, there is such a huge anything equal!) … We must be prepared ahead of time – at least to propose innovative projects in the format that has already been adopted in the “Skolkovo”.
